Uniform changes help distinguish DPS officers from SPD officers
The Department of Public Safety’s decision to modify its uniforms is a step in the right direction, but ultimately not enough to distinguish the differences between DPS and Syracuse Police Department officers.
DPS will update its uniforms as a way to differentiate their officers from SPD officers. This change was prompted by a student who tried to file a complaint after a fight at the Schine Student Center in February 2013. A student tried to file a complaint of excessive force, but was unable to do so because the student could not identify whether it was a DPS or SPD officer who committed the alleged act.
Having DPS officers who are identifiable will hold officers accountable for their actions. This will allow students to properly report abuse of powers.
The updated uniforms will include a large DPS patch across the officer’s back and one on the side of the shoulder. The patches are a good option to start with, but ultimately, DPS needs to take steps to ensure its officers are completely distinguishable from SPD officers.
Although they show students the physical difference between the two law enforcement offices, the additions to the uniforms do little to change the student perception of DPS’s role on campus.
Many students on campus are unaware of the expanded powers of DPS officers made nearly 10 years ago, which include being allowed to carry handguns. When 50 students were shown photos of both DPS and SPD officers, 33 of them were not able to tell the difference. Several students noticed a gun on the DPS officer and mistakenly believed it had to be an SPD officer because of the weapon.
When students see officers carrying handguns and, with the additions to their uniforms, immediately recognize them as DPS officers, they can physically see the extent of their authority on campus.
Students should be more aware of DPS’s roles, responsibilities and powers on campus. As campus security, DPS officers are the best resources for students because they are the most accessible.
It is important that the student body be familiar with the officers responsible for protecting them. If students are able to tell the difference between SPD and DPS officers, they will be more aware of the role of DPS on campus and the resources available for help.
